The intelligence agency lost credibility with Congress over allegedly withholding from them a secret plan to assassinate al Qaeda members. The team would recruit from the FBI, CIA, and Pentagon to find members who can "research, master,and conduct non-coercive interrogations of detainees," including techniques outside of the Army Field Manual, the current standard.
However, these procedures were not followed during many of the integrations in Iraq and Afghanistan. Instead Search and Rescue Escape and Evasion training techniques used to train US combatants were used. These were derived from a communist interrogation manual that was captured during the Korean War.
