The new leader of the Kadima party is Shaull Mofaz. He defeated Tzipi Livni.

Can he defeat Benjamin Netanyahu? 

More importantly, would he be an improvement over Bibi? 

The writer doesn't seem to think so noting that Mofaz was one of the crueler defense ministers.

The defeat of Netanyahu could open up new peace talks and opportunities for peace.

Or could it?
