The Kavkaz-2012 military exercises, which will take place in southern Russia in September, will involve the live firing of Iskander ballistic missile. The Iskander is a tactical ballistic missile which can counter US/NATO anti-ballistic missiles placed in Europe designed to counter Russian ballistic missiles.
The Iskander was designed to replace the SCUD tactical missile.
The Russians would likely use the Iskander to conduct a preemptive strike on a NATO missile defense system that GW Bush wanted want to deploy in Europe.
This is one of the reasons Romney went to Poland.
Obama had cancelled the deployment of a missile defense system into Poland.
