DU: Obama rejects Keystone XL oil pipeline expansion

The GOP gave the president until February to make   a complex decision about a pipeline expansion that goes form Canada to the Texas coast.

Why can't the oil industry build some refineries closer to the border with Canada? Certainly North Dakota could use the jobs more than Texas.

Obama wisely rejected the expansion so Congress has time to  do its homework on the proposed pipeline expansion.
