The president's approval rating rose after the House rejected the Senate bill. The payroll tax extension was signed into law today after the House reconsidered.
The signing concludes an end-of-year drama that split Republicans and threatened a tax hike on 160 million Americans.
This law also extended unemployment benefits for two months.
