Are federal workers overpaid?

Factcheck.org has confirmed that Republican claims of federal workers making twice as much as private sector counterparts are lies. The non-partisan non profit group says the GOP political talking points on federal worker pay are incorrect and misleading. Randy Erwin is Legislative Director for the National Federation of Federal Employees. He says Republicans made pension payments to federal retirees look like compensation to current workers to come up with an inflated figure for federal worker pay.
 
[Erwin]: “That is really the smoking gun for these reports. They wanted to have a talking point that said federal employees make twice as much. And they had to lump money that’s going to retirees and try to make it look as though those are benefits being paid to current federal employees to get that talking point. But they didn’t let that stand in their way. They still went ahead and did that to get that talking point – get it out there in the media – and now America has seen  that that was a lie.”

Factcheck.org points out that the comparison is really between apples and oranges. The federal workers do have retirement, something few civilians workers enjoy today. Only 21 per cent of Americans enter their senior years with a pension. 
 
Federal workers are far more educated as well. 

Why would one of the Republicans make this an issue unless they are trying to undermine the US government?
