The ads are mere propaganda that answers to an argument that no one has made.
The claim is not that atheists lack moral but lack a moral premise, lack of ethos.

There are plenty of moral philosophers around like Kant who provide a framework for morality and ethics that is not based on religion.
One of my favourites was Lawrence Kohlberg and his Theory of Moral Development. Most Christians wouldn't do well in Kohlberg's schema because Christian behaviour is based on a priori rules.
Atheists generally do not teach their children to be atheists. They let their children makes up their own mind. If you have a boy, the female he wants to marry will often drag the young man to church.
Atheism is more compatible with science than most Western and Middle Eastern religions with all of the mysticism. I am not aware of any atheist catechism.
Of course, America is a free country and atheists can purchase advertising. Atheists have no mission to help the poor or needy. There is no atheist church.
I would suggest that evangelicals are far more aggressive about proselytising than atheists have ever been.
Children are forced to go to church at an early age and this sadly is a form of brain washing.
My son, went to Bible School when he was eight and the teacher told him the story of Noah's Ark. First of all this story was an ancient Iraq (Ur) story that preceded the Bible. Geologists also know that modern Israel was never flooded.
My son asked the Bible teacher how it was possible that the carnivores didn't eat the other animals in the ark. The teacher became red faced and made him leave the class. From the mouths of babes.
