The document is claimed to be a reprint produced in February 1964 (Obama was born in 1961) by “The Republic of Kenya,” but the Republic of Kenya didn’t come into existence until December 1964 according to Wikipedia.
It's a fake, no question about it.
Dr. Orly Taitz became hysterical when questioned about the fake on MSNBC cable news. When asked how there were two birth announcements in Honolulu newpapers, she claimed that a parent could simply fill out a birth certificate form in Honolulu to bypass immigration. This is the first time the Birthers have addressed the birth announcements in the newspapers. Of course, she has no proof of this.
She also argued that Obama could not be a US citizen because his father was born in Kenya. President Chester A. Arthur's father was not a US citizen either. There is no constitutional requirement for both parents to be American.
