Santorum steps on it again

Rick Santorums's solutions for America suggest the political debate should not ignore cultural issues and morals. Santorum said: 

We have to have strong families and strong culture to have a free and prosperous and strong America.

If you want to get this economy going... having just a little bit of support for marriage and families and fatherhood would be a huge step toward that. 

How will passing a constitutional amendment that allows only a man and a women to marry do that?
