A Times Editorial: A punishing jobless policy

The St. Petersburg times is correct.  The Florida government delayed raising the tax on unemployment for nearly a decade and then was forced to make a huge jump in the unemployment payroll tax after the Great recession started.

What is Rick Scott's solution: punish the unemployed by reducing the number of weeks that can be claimed. Florida already has one of the strictest unemployment systems in the US. Scott also wants to make it easier for employers to dispute claims.
