Scott continues to act like a dictator. His freeze means he is ignoring state law passed by the Florida legislature. We have seen GOP presidnets ignore public law by impressing (withholding) funds to a program the GOP didn't like, but ignoring state law seems to be a new Republican extreme.
Once the legislature passes a regulatory law, it has to be implemented by changing regulations by the state agency responsible for monitoring and implementing in the law.
Scott is a bald-headed fascist
