Red China provides assistance to Red states for the Gulf disaster

The Chinese have heard how the capitalist running dogs from BP did not pay the fisherman who didn't have IRS form 1040s or W2s.

The Chinese are now providing special food stamps to the hapless fisherman who forgot to file Income Tax.

It seems to be  a 'red thing." 

Thia is very generous for the People's Republic of China. Tax evasion is the general term for efforts to not pay taxes by illegal means. ..... in China the punishment can be as severe as the death penalty.
