ICANN declares independence, breaks ties with U.S. government

September 30th, 2009

The Internet’s keeper of domain names and IP addresses has gone global. On Wednesday, the Internet Corporation for Assigned Names and Numbers (ICANN) and the US Department of Commerce are divroced and ICANN no longer has ties to the US government. It will remain a private, not-for-profit organization.

That has other parts of the world cheering. The European Commission has been calling for ICANN’s independence from the US government since 2005.

Internet users worldwide can now anticipate that Icann’s decisions on domain names and addresses will be more independent and more accountable, taking into account international interests. The present IP addressing scheme, Internet Protocol Version 4 (IPV4) is alsmost exhausted. Eventually the existing IP addressing scheme will be replaced with newer and longer IPV6 addresses.

Under the terms of the new agreement, the Department of Commerce will take a seat on ICANN’s Governmental Advisory Committee.

However, many of the root name servers are still in the US. The root name servers servers keep track of all of the domain names and corresponding IP addresses of subordinate DNS servers. Most of the physical root servers are now outside the United States, allowing for high performance worldwide.

Many of the root servers are in still in the US. Without these servers. users would have to know the IP address of a web site to surf the Internet. The graphic that follows show the location of the most important domain name servers. In an emergency situation, the servers could be moved to confidential locations.

At the end of 2006 there were a total of 123 root nameservers, including special Anycast servers.

It is possible some new domains may be created beside the standard top level (TLD) domains such as .com., .gov, .edu and .mil. Some proposed TLDs include music, berlin and nyc.
