Bill Nelson is using a shrewd strategy. Rick Scott is the most unpopular governor in the nation and his "business friendly" governing philosophy isn't working. Only about one third of the jobs Scott anticipated have been created at this point.
Scott is even backing off of his pledge to create 700,000 new job.
