Of course,another big issue is that the that the Keystone XL pipeline that terminates in Port Arthur ,TX will provide oil to Latin America and Europe. A bill to use the oil for domestic production in the US was defeated in the US congress. 

So the Keystone XL pipeline is really about unceasing US oil industry profits.
